The Blue Ribbon Commission for Health Care Reform, aka the 208 Commission, was created by the 2006 legislature to identify ways to make health coverage more affordable and accessible for all Coloradans. With approximately 792,000 people uninsured in Colorado – nearly 180,000 of them children – this is a top issue for our state. Coloradans, like most Americans, are anxious for solutions to the rising cost of health care and the growing number of people who cannot afford health insurance or who do not have adequate coverage.
Over the last year, the Commission has evaluated numerous health care reform models that strive to expand coverage, especially for the underinsured and uninsured, and to decrease health care costs for Colorado residents. Their final recommendations for comprehensive health care reform are due to the General Assembly by January 31, 2008. Come to CHSM’s last breakfast meeting of the year and get a head start on the issue that will be passionately debated in the 2008 Colorado Legislature.

Donna Marshall is the Executive Director of the Colorado Business Group on Health (CBGH), and has served in that capacity since 1996. The coalition has 22 public and private sector members with over 200,000 covered lives in Colorado. Prior to joining CBGH, Donna was Manager, Managed Care Services for the State of Colorado Department of Health Care Policy and Financing, Medicaid Division, where she directed all activities associated with the Primary Care Physician Program, the Drug Utilization Review Program and various health plan contracts. Donna has a BS in Nursing from the University of Colorado Health Sciences Center and a BA in Psychology from the University of Colorado in Boulder. She received an MBA with an emphasis in Finance from the University of Colorado in Denver.
Currently serving on the Colorado Blue Ribbon Commission for Health Care Reform, David Rivera also was appointed in April 2005 by Governor Bill Owens to be the state's Commissioner of Insurance. Rivera was part of the Owens' administration since August 2001. In his position as Senior Policy Advisor, he developed and helped implement the Governor's agenda on health care, auto insurance and higher education policy issues. Prior to this, Rivera was the manager of advocacy for the American Heart Association in Colorado. He also worked on actuarial issues (specifically retirement income policy issues) in Washington D.C. Rivera is a graduate of the University of Colorado with a degree in International Affairs. He also studied at Saint Louis University of Madrid.
